2 years? It's entirely plausible for the FBI or any of the other "3-letter organizations" to reach out to you and let you know you are a target of investigation to secure your cooperation. There are also a lot of scams out there.
Do you have reason to believe you would be the target of an investigation? Best thing potentially dealing with the federal government like this is to do exactly what that letter says: get an attorney who handles federal cases, and follow what he or she says exactly. You do not want to be indicted if at all possible.
