Q: What is the possibility for the Warning Arrest Letter to be expired or removed from the file after about 15 years?

A: More information is needed. A deportation order is final unless the case is successfully re-opened for cause or discretion. It never expires. You may be referring to a bag and baggage letter! The decision to disobey means that you are likely an alien fugitive.
