Q: Who's at fault in Kentucky when you're both backing out of your parking space at apts but they decided to pull up?

I noticed that they were standing outside of their car talking, so I decided to wait for them to get in their car and leave, to be safe. I watched them pull out, I then adjusted my mirrors to see if I could see them and I looked out the back window and didn't see them so I pulled out. She said that she had pulled up and stopped so the other girl could run back inside their apartment. She said she saw me backing up, but only honked the horn as I backed into her
