Q: Assuming there are no real children being referenced/drawn and the drawing isnt hyperrealistic, is lolicon illegal?

Edit: Got my first answer. However, I am still confused, 2003 Protect Act goes in detail about CSEM. But I heard this act was overturned for being unconstitutional. Even if it wasnt, it clarifies that the content must include actual minors. What makes something like Loli distinguishable from a real child ?
