The police labeled it a prank. How was this legal for the girls to do with no punishment?
A: They are juveniles. Juveniles play pranks. I suppose the boys parents could file charges against the girls in juvenile court, but that would be pretty involved for nothing more than a harmless prank (unless someone was actually injured).
