A: This is not a point ticket, but a fine. Yiu can always plead not guilty, by sending in a letter immediately advising you plead not guilty and want to have a trial on the matter, but I am not sure why
A: Its not an ordinance its a state statute. As for how to dispute the ticket the best way is to send a letter to the court saying that your disputing the ticket and wish to plead not guilty. Then the court will setup a trial date to present your defense.
