Q: Eviction case was disposed then transferred

Eviction case was filed in essex county. It was transferred to monmouth county where it was heard. The judge ordered a jop. The case was then disposed cause the landlord never registered the house, the case was then transferred back to essex county. If the landlord obtains the registration, does the jop automatically reinstate or does the landlord have to file for eviction again? The landlord keeps uploading the application for the registration, not the document. The disposition also says tenant prevails. The landlord has not paid the mortgage since 2020, in 2022 the mortgage was reassigned. Does that prevent the landlord from registering the property?
