Q: Can pa crime code 4912 be upheld if there was no intent and nothing obtained?

Owner of towing comp can't produce paperwork for release of vehichle to me. He called me and got ignorant so I sent text saying he was going to be under investigation for illegal impound yard. He still didn't give me anything.
