The IRS will send you a notice if the payee's name and TIN on the information return you filed do not match the IRS's records. (See Taxpayer Identification Number (TIN) Matching, next.) If you receive a backup withholding notice, you may have to send a
"B" notice to the payee to solicit another TIN. Pub. 1281, Backup Withholding for Missing and Incorrect Name/TIN(s), contains copies of the two types of "B" notices. If you receive a penalty notice, you also may have to send a solicitation to the payee. See Pub. 1586, Reasonable Cause Regulations and Requirements for Missing and Incorrect Name/TINs.
Note : a bank couldn’t withhold tax in any case because they bank will not create a new bank account.

I'm not sure a question is posed here. A Tax/Estate Attorney specializes his or her practice on those areas of law. The Internal Revenue Code is obtuse at best, as can be the rules governing many Trusts. It sounds like you need to sit down with such an attorney to review the Trust and the tax stance of the Trust as well as distributions from the same.

A: I too am confused by the question. You need to talk to a CPA if you're having difficulty filling out tax returns. A tax lawyer can probably help too, but the CPA won't cost as much.
