Q: Hi, there are blocked storm drains on my road. Is the town liable for damage to my car from the road flooding?

The road often floods very badly, I often have to drive through it in my car as it's the only way out of the neighborhood for me. It damages my brakes and I'm sure other things as well. I have sent pictures and reported this to the town. Built up water also freezes during the winter and has caused dents to my vehicle and I have seen other vehicles get stuck and require towing. I'm wondering if the town is liable for damage to my vehicle, as this has been an ongoing problem for several years and I am not the only one to report the blockages.
