Q: Can I terminate the parents rights after permanency is granted

My newphew was placed with me when he was 6 weeks old. After 2 years I was granted permanency. The first year the parents were involved. And provided support. The second and third year they were sporadic. And no support. Now they have had no contact for 2 years. And provided no financial support. I also have adopted my nieces other son. I've had him since he was 9 months old. And he is 15 now. The brothers are very close. Would terminating their rights and adopting him be difficult at this point. The father will fight me but has been in touble for drugs and spent a year in jail. Also when I was granted permanency it is stated in the case plan that they had 2 years to regain custody. We are well past that point. Does that matter?
