Q: will the stunting ticket i got (not due for payment for two months), affect my ability to upgrade my license in a month?

i recently got a stunting ticket, and I planned to upgrade my license in a month, and i told the officer that, and he said i could still upgrade, then i can pay the ticket, and it will apply on my upgraded license, not affecting my current one. my brother told me that it will show up as a "pending" ticket, and i wont be able to upgrade until i pay the ticket, and wait a full year without more tickets. I just want to know which is true?
