A: Whether a manager can cover his office windows with paper largely depends on the policies of the building and the company. If privacy is needed, there are generally accepted ways to achieve this, such as using frosted glass or blinds, which ensure privacy without entirely blocking out the view. It's understandable that this action could feel unwelcoming or disrespectful to tenants who expect a certain level of transparency and accessibility, especially when they are paying for services.

You have the right to express your concerns. It would be advisable to discuss this matter with the manager directly, explaining how this action makes you and other tenants feel. If the manager's response is not satisfactory, you could escalate the issue to higher management or the building's owner. Remember, communication is key, and there might be a valid reason for this action that you're unaware of.

If the situation does not improve after taking these steps, you might consider seeking advice from a legal advisor to understand your rights in this context. Additionally, tenant unions or local business associations could offer support and advice on how to proceed. Remember, you have a voice as a tenant, and it's important to use it when you feel services are not meeting the expected standards.
