Q: If exploitation of a vulnerable adult was discovered in April 2021. When will the statute of limitations be up?

I am the guardian of my uncle, 70 year old incapacitated adult. Law enforcement refused to write a report. Law enforcement told me it's was not in their jurisdiction, it was. Ignored the guardianship. They told me I can not be his guardian if I live in Texas. I am his legal guardian. I presented the letter to them. I told the head of law enforcement "He has mental illness, we need to rely on professionals". He said, "We can make determinations." I told him, "This is confidential". He said, "This is public record". I don't think that's how the system works. I think we could lose my uncle's home and resources. The accused had already attempted to sell his home, used him as labor and burglarized his home. The statute of limitations was only three years from discovery in 2021. What is the statute of limitation? Can "the law" make their own determination when I have a phycological evaluation? Can "the law" ignore incapacitated printed on the guardianship letter?
