Q: Does the new supreme court ruling qualify for my friend?

She did not know she needed a permit to build a small wall on her property to stop the flooding coming from her neighbors house. They are now fining her daily for not having a permit, even though she has stopped construction and is trying to get a permit, and for the flooding which her neighbor is causing and she is trying to stop. She thought a wall would be less of a mess and money than legal action against her neighbor, but her other neighbors reported her for this wall when she didn't decide to sue her neighbor. It seems the town is now making things difficult for her, and she just wants to know what can be done to resolve this peacefully. I heard about the new supreme court ruling but am confused if this applies in this situation and if it does not, what can be done to help her. Shes in her 60s and just wants to retire and rest, but everyone seems to be targeting her.
