Q: How do I go about entering into arbitration or some type of lawsuit against a bank?

I entered a dispute with my bank for medical services that I paid $8000 for but I never received. They also had an an email from the merchant stating that they were going to refund me, but they never did. They denied my charge back and never provided me with proof that I received the services for which I paid for. They claim the merchant gave them some things, and the only thing that was provided was me signing some thing saying that I would pay, but in the medical records, nothing exist that shows that I receive the service for which I paid because I didn’t. Many months went on and I kept contesting this but M&T bank refuses to credit me. Should I not be responsible for that balance? Or could I enter into some type of lawsuit or arbitration against them? or can I stop paying the balance and let it go into collections and let them know that this is not accurate?
