Q: does a park district owe its abutting neighbors notice of a change in status of their park prior to them making changes

our park district is about to construct an attractive nuisance, a Pump track, in the middle of a park that is known for its rolling hills open land, bike trails, pond, small playground & a basketball court. It is 40 acres and surrounded by houses. There is a frisbee golf course on this park, that takes up basically the entire park.

Abutting neighbors have yet to be notified of this directly.

There was a notice on facebook which five people responded out of a community of 50k

The only reason I know anything about this is because I noticed the surveyor in the park last week and went and asked if it was for the new bike path that's been promised and he told me its for the entire park. $1.4million being spent on a 40acre park with grass and bike paths. without notification

I pay 8-10% more in taxes in a state that has the highest taxing rate in the country. I'm attending my 1st pk dist mtg tonight. how do I make them alter this to a more appropriate site?
