A: No, the U.S. petitioner's background check does not have to be completed and cleared before the I-129F petition is sent to the National Visa Center (NVC). The background check is part of the process but isn't required to be fully completed before the petition moves forward to the NVC.

Once you file the I-129F, USCIS will process the petition and conduct initial checks. If approved, it will be sent to the NVC, where additional checks and processing will take place.

The entire process involves multiple steps, and background checks will continue as the case progresses. It's important to follow all instructions from USCIS and the NVC to ensure smooth processing of your petition.
