Q: HiCan a Turkish citizen report harassment and doxxing against a US citizen?

My friend has been continuously been harassed over text messages and her nudes leaked by someone she met on a online game.

She lives in Turkey and her harasser is currently in prison in Pensylvania, my friend has tried contacting lawyers in her country since her harasser and his mother have posted her private pictures in online gcs
