Q: If someone has been publicly harrassed, stalked, been kept @ home using threats. Much more. The police will not help.

I've been harassed by women using megaphones to insult me on my street, breaking into my house while I'm gone or asleep. There's been theft, vandalism, identity theft, assault, harrassement, utility theft, and someone has put some kind of two way audio setup so that they can talk to me and hear and see everything I'm doing 24 hrs a day. This has been going on for about 2 years and 1 month. I am not capable of moving and if I tried they have been keeping me from using phones and have run off friends and family. I live in a duplex and they were even venting a generator in my walls at one point filling the apt with fumes. I've called the local pd numerous times and they will not take me seriously, I have tried on 4 occasions to file an identity theft report and was turned away even having the items to prove it. They have been called out many times and I've even given them a couple peoples names but they have been an absolute barrier for me getting help any other way. What do I do?
