Q: I have land in South Carolina and I am trying to build on it. Do I have to have a address if I do not want one?

I need to know what law requires that I must have a address to build a house on my rural land? The planning and development departments' website in Wagner county states that they 'request' an address on my behalf. I have explained to them I am denying that request and want to build a house on my land without having a address of any kind. They expressed the 911 emergency services makes the addresses but is given the authority to do so from the planning and development Dept, which in turn requires my signature. I would also like to point out the 911 emergency services that make the addresses to give to other departments is voluntary. Which is why I am asking for a law (not codes, statutes, ordinances, etc) that specifically bars me from building because I have to have an address in
