Q: Could I still get it dismissed?

I received a ticket back in Dec. of last year and didn't know I even had one because they never actually pulled me over. Apparently the police officer was heading the opposite direction and got my plate and just kept going. I tried fighting it and lost and shortly after the hearing I called and told them I hadn't had a job since mid march because my license was already suspended. I called them August 22 and heard nothing till 3 days after the due date saying my license is suspended indefinitely and that I have a hearing with them on the 14th of Nov. They only sent out that letter on the 22nd and on the paper it says to make payment by the 22nd. How am I supposed to do that if the letter was only sent on the due date, ya know? So I'm wondering if there's any way to get out of it because not being able to drive is not helping the job search. Most jobs I've had were driving ones. So i cant apply for them with a suspended license.
