Q: I have a package thief. Is it legal to hide a GPS in a decoy parcel to uncover where they go & pass this info to police?

As my question states I have a package thief in my apartment complex. I want to use an Apple air tag to track my decoy package so I can provide the information to the police of where that someone took my package.

The complex does not have a parcel, everyone's packages are left at their front door. I know that I can ask for signed delivery, or subscribe to a po box. I have begun doing this. But I want the person who stole 3 of my packages (and several others in the complex) to be discovered and charged. I know some people leave glitter bombs and garbage for thieves. I have no intention of doing any kind of booby trap. I just want them caught so they stop this behavior. Before going further I wanted to know if setting a decoy package in this respect is legal. My intuition has me thinking it is my property that someone willingly, against my permission, took. But I don't want to break a law.
