Q: Arizona tip pooling laws, can a manager manipulate the tip pool to give one employee more money than another?

I work at a restaurant where we are part of a front of house tip pool. Yesterday, my manager got mad at me for chatting too much at work, however gave me no verbal warning and never communicated with me directly that she did not like my behavior. (To be clear - I was barely chatting and all of my work got done and all customers got helped, like always). Without telling me, my manager gave me 1 less hours worth of tips in the tip pool and gave my coworker an extra 30 minutes worth of tips. When I confronted her and asked her to change the tip pool because it was an hour short of what I worked, she lied to me and told me the hours were accurate and that my coworker had come in 30 minutes early (which she had not, confirmed per the coworker). I heard from several sources at my work that my manager admitted to purposely shortening my hours in the tip pool because she was mad at me, however she continued to lie and say the hours in the tip pool were accurate.

Is this legal in AZ?
