Q: Regarding my brother's ashes

My brother passed away in August, a surviving daughter and girlfriend. My father allowed my brothers girlfriend to keep a hold of the ashes until a burial plan was established. My father's ex-wife (divorced 10+ years ago) attended funeral and pre funeral activities and completely was out of pocket (putting it nicely) she assaulted my father's girlfriend started a fight at the mortuary, called CPS on me over my dad's girlfriend. Just behaving unnecessarily childish, all while my dad has just lost his son and been diagnosed with cancer. Fast forward to now, she somehow got a hold of my brother's ashes by using my little sister as a decoy and dispersed of him on her terms, keep in my mind my father has none of his son at this point due to him agreeing for the girlfriend to hold them until burial. What can we do ? We just want my brother back and for her to have a consequence enough is enough already.
