Q: How to appeal an unemployment benefits decision in Virginia?

I need to appeal a decision granting unemployment benefits to an employee who was terminated for consistently not reporting to work. We provided evidence of his failure to attend work as required, including written promises to report to work that were not fulfilled. Despite this, benefits were granted under Section 60.2-618(2), which I believe is not applicable to our situation. The decision letter has set the appeal deadline for March 14, 2024.
