Q: Can my ex legally report me for violating a DANCO with prior promises and threats, and is it blackmail?

I currently have a DANCO (domestic abuse no contact order) against my ex-partner, who is also the co-owner of our dog. Despite the DANCO, I've been in contact with him multiple times over the last three months. Recently, he became homeless after his van burned down. I am currently taking care of our dog, but he's demanding I return the dog to him, despite not being able to provide proper care or housing. He's now threatening to report me for violating the DANCO because I'm not complying with his demands. I have messages from him promising not to turn me in and messages with current threats. Additionally, he sent messages indicating he lacked water or food for our dog on multiple occasions, and I had to provide those for the dog. Can he legally report me despite his earlier promises, and could this situation be considered blackmail?
