Q: Can I file remotely in NJ small claims for wrongful impound?

I had a commercial unit impounded by a police department in a township in Essex County, NJ, on January 4, 2025, due to a mistake where they ran the wrong plate but issued violations with the correct plate. The violations were dropped in court. Despite this, the tow yard charged nearly $2000 to release the unit after the police department instructed them to reduce the charges substantially, indicating it would be approximately $1000. The police department repeatedly claimed the impound was lawful despite the documented mistake. I suffered a loss of around $8k in profits due to the month-long unavailability of the trailer. I have documentation of the tow report and violations. Since I cannot find an attorney to take this case, I'm considering filing in small claims court and want to know if it's possible to appear remotely. Can you advise on my options and potential next steps?
