Q: Can NJ senior legally exiting lease repay promo month?

I am currently living in a standard apartment complex in New Jersey and have been accepted into subsidized senior housing. According to NJ law, individuals over the age of 62 can legally break their lease to move into subsidized housing. When I moved into my current apartment, they offered a special first month free on a 15-month lease. Now, as I plan to leave after 14 months, the complex insists that I repay the free month's rent. I have notified them about my move, but they maintain their stance. Is it legal for them to require repayment of the promotional free month's rent upon breaking the lease under these circumstances?
