As long as you get to your hearings no longer than 30 days after the permit expires the chain is not broken. So you are good.
And for future reference, you can renew your permit every eight months. That is an unwritten policy they have in order to avoid gaps because they are so far behind

For a first conviction, minimum of one year. A maximum of when you can prove to the Secretary of State that you can be a safe and responsible driver, which requires going through a process.

My employer (the cab company) says the are going to turn it into the police. I locked the keys in the car and went to go to the bathroom...when I got back the cab was gone.

If by "rehab" you mean inpatient treatment, not necessarily. But if you are convicted or receive court supervision, most judges will require you to obtain a drug and alcohol evaluation and complete the recommended hours. How many hours will depend upon your risk level.

The drivers license suspension will be longer.
The first DUI was dismissed after successfully completing supervision in 2002. The second DUI was issued just a few weeks ago. I did not take a breathalyzer on the second DUI. Both issued in Illinois.

Yes, the first one was not dismissed after Supervision. You were given Supervision and that Supervision will show up on your driver's abstract. Depends on how many of them are convictions. Two convictions means you will be on an RDP for 1826 days (5 years).

I assume that you are indicating that you had a five year revocation and that you are eligible to be considered for reinstatement in 7/18. Please be aware that if you have 2 or more convictions you will first be required to drive on a restricted driving permit for 5 years with a BAIID device.
