Get a divorce lawyer. There is a set process you have to follow. You have to try to serve by regular methods before you can go to the court and ask for permission to serve by publication.
Assuming that the person works, it is very difficult for someone not to be found. There are people finder services and that may turn up something, although they are not very good. For the best results, I would hire a private investigator. If money is tight, try doing some of the legwork yourself - do you know where he works? Follow him home some night. Where any relatives live? Talk to them and see what they may know.
