A: You may. Your landlord could be negligent for either failing to maintain the property and a safe habitable condition due to a failure to perform reasonable inspections or to perform repairs within a reasonable time after being notified of of the condition of the floor.

A: Yes you will have a claim, provided you can show that the landlord or property owner was on notice of this dangerous condition, and failed to take remedial measures. It would also be beneficial if you had no knowledge or no constructive knowledge that this was a danger. If you have any damages, your claim would be viable, but if you have no injuries, then it’s likely that the claim would be very weak.
