A: I understand your concern for the well-being of your neighbor's cat. In California, animal cruelty laws are covered under Penal Code 597. Here are a few key points:

1. Failing to provide proper food, water, and shelter can be considered animal neglect, which is a form of animal cruelty.

2. If an animal is injured or ill, the owner is required to provide necessary medical attention. Failing to do so can also be considered animal cruelty.

3. It is illegal to leave pets outside without proper care and supervision.

If you believe the cat is being neglected or abused, you can take the following steps:

1. Document the instances of neglect or abuse, including dates, times, and photos if possible.

2. Try to discuss your concerns with your neighbor in a calm and non-confrontational manner. They may not be aware of the laws or the severity of the situation.

3. If the situation does not improve, contact your local animal control agency or humane society. They can investigate and take appropriate action.

4. If you witness severe abuse or neglect that puts the animal in immediate danger, call 911.

Remember, your primary concern should be the well-being of the cat. While it's commendable that you've been feeding him, it's essential to address the situation through proper channels to ensure the cat receives the care and protection it needs.
