Q: I am in the process of being evicted for rent not paid but he made a verbal agreement that I would make repairs for rent

Reasons for this agreement are the bathroom floors were almost completely fallen in and had mold. The house is infested with roaches and bed bugs, the central air unit inside had been shot at n no longer works, the foundation that holds the house up are either broken into or no longer holding it anymore. A week after the agreement was made n we started on the repairs we were served with an evection. We appealed it and are now waiting to go to court but the landlord has recently had the utilities turned off. There is a man with disabilities that lives with me along with a 4 year old child and a woman that has been diagnosed with stage 4 cancer. Is this legal for him to do? And what should I do in order to have the utilities turned back on? Also I did try to pay him rent when it was due but he refused to give meva rent receipt n he wanted cash not a money order. This is when he told me I could make improvements to the home in exchange for the rent
