Q: If person A and B have a joint checking account, can A bring in person C without B's consent and add them to the account

For instance, if Bob and Jane have a joint checking account, can Bob bring in Jim and add him to the joint checking account as an owner and/or signer without Jane knowing? This would clearly mean that Jim now has access to all the funds that Bob and Jane had. Jim could take all the money and close the account right then without Jane ever knowing. So, do Bob and Jane both have to be present to add Jim or can Bob do it alone? Does it matter if its an "and" or "or" account?
