Q: Can you be charged with welfare fraud from an agency (Early Learning Coalition) for not reporting losing your job?

Later in the case the Early Learning Coalition contacted the court and had them change the person pursuing the charge to their agency; this was after the charge, the probation and everything. I reported not working but not within the ten days as agreed. I know that I should have been required to pay the money back but I don't think I should have legally been charged and that is why they used the Department of Children and Families initially. I am off probation now; was I charged wrongly?
