Q: Is it only the parents of a minor that can file a complaint against the boyfriend that is 18 for dating?
14 year old and 18 year old (just turned) hang out in group activities all the time and call each other girlfriend and boyfriend, no sexual activity is going on however parents are worried that someone outside the family circle will file a complaint against him. I thought only the parents of the minor could file this type of complaint not just some random girl that might be jealous of the fact he is "dating" someone else.
A: Anyone can report any suspected crime, but there must be probable cause to arrest.
