Q: I got pulled over for driving through a red light (it was actually yellow) & the cop did not give me a ticket, but

Instead harassed me in front of my crying 8 yr old for 10 min & ordered my husband to call him or he has 30 days to issue me a ticket? Can he do that in NJ?
