Q: Can Mo require a IID device be installed now in 2015 from a DUI that was in 1999 and 2004? When did the IID become law?

I had two prior DUI'S. 1999 and 2004 to which I satisfied all court requirements. I was never ordered to have a IID device, So now 2015 Mo is stating I can not renew my license in Ohio unless I install the IDD device and send a 249.00 fee for a program evaluation to which I already paid 500 and obtained a certificate of completion of e step, I no longer drink at all. I can not believe the blackmail and extortion of money for mistakes made so many years ago.They also made me go get a SR 22 even though I have maintained insurance on every vehicle I have owned. I am about to just give up.This is really depressing...I can not get to work or anything. I have a family to support. If anyone can answer I would appreciate it. Thanks

A: The short answer is yes, they can require it. The longer answer has to do with hiring an attorney to try to get them to drop it.
