Orange Park, FL asked in Child Custody for Florida

Q: My ex has lived out of the country for two years, but still has legal say as we have joint. How do I apply for sole in F

My ex was granted joint custody 2 years ago, and we re-visited as he wasn't paying child support. They still granted him joint even with contempt. He now has lived overseas for 2 years. Can I go back to court and apply for sole custody? He is making is very difficult to choose schools for my kids and is impossible to work with, yet lives overseas and never sees the kids. Why would a court not see this as troubling for me and the kids?
