Q: Can my dad's employee legally deny him of a paycheck because he did not give a two week notice?

My dad had a temporary job this summer and his boss did not give him his last paycheck because "he did not turn in a two week notice". If my dad did not sign any document in which he agreed to give up his last paycheck if he did not turn in a two week notice, can the employer legally deny him his check? If not, what can we do to make sure we receive the check? It is unfortunate for us to have to go through this because that check would compensate him for 90 hours of work. Thank you!
