Perhaps you should make a report to the police, but I doubt that they would be able to do anything except for maybe speak with the neighbor, and only if the cop who arrives is amenable to doing that. Steps you should take? Keep the dog away from that neighbor's yard. Rights? Check the local animal control ordinances .
