If you apply for a fiance visa, the whole process takes about 6 months and then after you get married you need to apply for her green card which will take another 6 to 8 months. If you marry her in Bolivia and apply for green card she will get her green card in 6 to 8 months. If you apply for a fiance visa and she comes here and you get married, she can stay here with you until her green card is approved. If you marry her in Bolivia she will not be able to come to the US until her green card is approved. I highly recommend consulting with an immigration attorney in private regarding this matter and figure out what your priorities are and get advice as to what the best options are.
