A: The National Aeronautics and Space administration (NASA) used your mother's PHD degree to design a product? How do you mean they "used" her PHD? Was it the product she designed, they used her name in association with the product, or something else?

If there is a potential lawsuit, is your mother still alive?

A: Generally, if she put her Phd out there, then the knowledge can be used by anyone. If the phd was many, many years ago it has in all liklihood no copywright protection. Finally, if all she did was suggest a method for doing things then if she didn't patent it then it's there for anyone--that's why we have patents. If you want to be sure, contact an "intellectual property" lawyer.
