Q: Hello, can an office manager deny my scheduled doctor 's app because he has never seen a green card.

Due to Congressional decisions to cut funding, you may have trouble getting the attention of U. S. Department of Civil Rights. Perhaps, you should complain to the media with a consumer watchdog journalist on one of the television stations. The journalist may be able to intervene and provide assistance, as well.
