Q: can i still sue the landlord for withholding my security deposit but after 41 days i finally got it?

i moved out july 31st i received my final utility bill august 17 which was deducted from the deposit of the utilities i gave the landlord 30 days to call me or to receive my security deposit back i called him august 31st.he told me he hasnt received any final letter of my utility bill and i told him that i received a letter. he told me that the borough lies that sometimes its not the real final bill.he said he was waiting for it.he told me not to worry that i would have my deposit between sept 7-10. never heard from him.til i called him sept 11 and he said he hasnt received anythin yet.he said tomorrow ima go and check the borough and see whats going on. and then he said i have to sit down and calculate the deductions.called him sept15 he said the check was sent sept12 and that he hasnt received the final utility and now i got the check sept 15 and he sent me a check of 290 my deposit was 600. he sent it with a hand written paper of deductions with random numbers of each deduction

A: He owes you for the whole amount less any utilities. Ask for an accounting. The date at this point isn't going to be anything but a technical--the big issue is the amount's he's trying to carve out. Did he add in the interest?
