A: As far as I know, that technically does not exist, but if and when you go to court, you can raise that to the prosecutor and use it to mitigate the offense penalty.

A: The statute of limitations forests tickets is for it to issue in 30 days since it was issued no limitation for prosecution exists although other defenses and arguments are available which a lawyer will charge you to explain.
