some guy just took a picture of me parking in a handicap parking and told me you got your self a summons ?
A: You likely do not. You can go to a DMV / TVB office and ask them whether or not you have any open violations / court dates. You can also go to the local court if you were outside of NYC when the incident occurred and ask the clerk.
