Q: Buyer changed mind, says pick it up.No paymt exc dep has been 1-2 months. Another member of hsehold decides to withhold

Buyer (23 yrs) pays $500 dep on truck price $2,500, agree to a pymt of $200 each payday-never paid-approx 2 months, young man calls says never really wanted vehicle (cant drive manual), but pressured by mom, so buyer can pick up. The mother has asked if she can sell vehicle because someone has stopped in their driveway (sitting because needed tires) and offered much more than $2,500 so she sees a chance to profit. Seller refuses & as the young man never would meet at DMV to put lien on title, Seller has retained title. Buyer's mother then withholds truck unless Seller pays $500 or allows her to sell truck. Then, she removes truck from property and "hides" it and has now been 1.5 years. Seller has talked to Commonwealth Attny, etc but everyone says no crime has been committed & she will have to pay to file civil suit, but Seller has been experiencing extreme financial issues. Buyers mother has been filed against for similar twice in past 5 yrs. Why is this not a crime?
