Q: Are Utility access roads such as for Power Lines, usually public or private property?Zoning Maps for East Hanover Nj?

My Vehicle was parked off a dirt access utility line access road, no posted signs. I left vehicle to acquire help due to Vehicle rendered inoperable due to wet unpaved access road conditions. Vehicle was reported by civilain, police officer responded to the report. Department officer reached me via telephone within a hour of discovering vehicle. Was told they wanted to verify vehicle owner was in no danger. I informed them no vehicle was stuck I was in process of getting help to remove vehicle.I was told it's to late, he called a tow company to remove it to bad.

So...Some how the tow company charged me 3,000 dollars claiming they needed two trucksEct.tow was local 4mile

1.Do I have 3 days to remove vehicle if I have not impeded roadway?2.Is road private or public.3.What Zone is utility lines in?

4.Zone regulations and penalties?5. If private property would a complaint by corporation or owner need to be filled out before police may take action such as tow

A: The utility access area is generally private property, BUT the police are given in most municipalities the right to enforce the local traffic laws on that property. You would need to research this to see whether this was true for this township and this property or hire a lawyer to do so, which would probably cost more than the fines.
